INTRODUCTION :

Rashtriya Madhyamik Shiksha Abhiyan” is a Centrally Sponsored Scheme is being implemented from the academic year 2009-10 to 2019-20 with a sharing pattern of 75:25 (Central/State) during 11th and 12th Five Year Plan period and the same was revised to 60:40 (Central/State) sharing pattern for the year 2015-2016 onwards. The RMSA Scheme is implemented through Society, i.e. “ TELANGANA MODEL SCHOOLS SECONDARY EDUCAITON SOCIETY” 6-1-88 Saifabad, Hyderabad, Telangana with Registration No.455/2014 dated: 05-06-2014. Under this Society the following schemes are being implemented in the State as on date:
  • Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
  • Establishment of  Girls Hostels  in Educationally Backward Blocks (EBBs)
  • ICT@ Schools
  • IEDSS
  • Vocational Education

YEAR OF STARTING :

Starting from the year 2009-2010 onwards to 2019-2020.

OBJECTIVES OF THE SCHEME :

The objective of the scheme is to provide a secondary school within a reasonable distance of any habitation, which should be 5 kilometer for secondary schools and 7 -10 kilometers for higher secondary schools to  cater the students of class 6th to 12th and to ensure universal access of secondary education by 2017 (GER of 100%), and  Universal retention by 2020 and also providing access to secondary education with special references to economically weaker sections of the society, the educationally backward, the girls and the disabled children residing in rural areas and other marginalized categories like SC, ST, OBC and Educationally Backward Minorities (EBM).

SALIENT FEATURES OF THE SCHEME :

  • The gender disparities still persist in rural areas, particularly among the disadvantaged communities like SCs, STs, OBCs and Minorities.
  • Significant gaps in enrolment of girls at the elementary and secondary levels as compared to boys are visible.
  • The scheme envisages setting up of hostel facilities in the Educationally Backward Blocks (EBBs) and areas nearing concentration of above target groups
  • To make Secondary and Senior Secondary education accessible to a larger number girl student.

Covered all the High Schools in the 10 district of the state.

  • Total 192 Girls Hostels were sanctioned in 192 EBBs and which are established and attached to the Model Schools out of which 102 Girls Hostels are started and functioning smoothly and construction of remaining Girls Hostels is under progress and aiming to start the remaining hostels in the year 2016-17. To meet the recurring expenditure of the Hostels, an amount of Rs.4 lakhs were sanctioned to each hostel.
  • Rs.50,000/- School Grants were released to each 5369 High Schools in the state towards   meeting expenditure of Repair/ replacement of Laboratory Equipments/ Purchase of Lab Consumable Articles/ Computer lab and Repairs & Minor Repairs, Purchase of Books, Periodicals, news Papers, sports Equipments & Misc Expenses etc. Water & Electricity charges, Telephone charges, Internet Charges, Maintenance of Toilets’, other rates & taxes.
  • Self defense training in Martial Arts to Girls students were taken-up in 1836 schools with a unit cost of Rs..9000/- and the total expenditure is Rs.1.65 Crores.
  • Trainings to 34892 In-service teachers were takenup and also to 5942 Head Masters in the state.
  • Salaries to 4136 additional subject teachers sanctioned under RMSA were paid and total expenditure is Rs.109.310 Crores.
  • Providing Computer infrastructure to schools to cater Computer Education to the students.
  • Scheme is also imparting Vocational Education to 1600 students of 20 Models Schools.

JUSTIFICATION COMPONENT WISE :

  • RMSA Recurring (010) Salaries : Rs.247.62 Crores are required to meet the salaries of 4127 Additional Subject Teachers sanctioned under RMSA scheme who are appointed and now working the various high schools in the state @50,000/- X 4127 for 12 Months.
  • RMSA Recurring Other Grants (312) : Rs.54.27 Crores are required for School Grants @Rs.50,000/- per School, Marital Arts training to Girls students, Teacher Trainings, Kala Ustav, IEDSS, MMER, etc
  • RMSA Non-Recurring Other Grants Civil Works (312) : 2402 schools are sanctioned / approved in the year 2009-10, 2010-11 and 2011-12. Thereafter there are no major approvals for construction of schools was given. Therefore, an amount of Rs.529.48 Crores is estimated to propose in PAB 2016-17 to strengthening the remaining Secondary Schools in the year 2016-17.
  • Girls Hostels Non-recurring (LOC) Civil Works : 192 Girls Hostels were sanctioned in 192 EBBs in the year 2013-14 and which are established and attached to the Models Schools. Out of which 102 Girls Hostels are started and functioning smoothly from the year 2015-16 onwards and construction of remaining Girls Hostels is under progress, aiming to start the remaining hostels in the year 2016-17. Thereafter in Phase-II, 125 Girls Hostels were sanctioned. Therefore, an amount of Rs.192.50 Crores are estimated to construct 125 Girls Hostels in the state for the year 2016-17.
  • Girls Hostels Recurring (312) : To meet the recurring expenditure of the 192 Girls Hostels viz. Salaries to the Cook, Warden, Watch women, Helpers, Groceries, Vegetables, Bills, Etc an amount of Rs.50.58 Crores are estimated and proposed for 192 Hostels in the state for year 2016-17.
  • ICT@2175 schools Recurring (503) : Initially, in ICT Phase-I 5000 Secondary Schools were executed out of which 2159 schools are covered in Telangana State. In Phase-II out of 1300 sanctioned Secondary Schools,  532 schools were covered in Telangana State. Under Phase-III for reaming 4000 schools were sanctioned out which 2175 Secondary Schools were covered for Telangana state and to impart the computer education in the 2175 High Schools.  Towards maintenance of computers, internet & salaries to the Computer Instructors an amount of Rs.52.2 Crores is estimated and proposed in PAB for the year 2016-17.
  • ICT@ 2175 Non-Recurring (503) : To impart the computer education in the 2175 High Schools and towards installation of computers equipment, etc an amount of Rs.139.2 Crores is estimated and proposed for the year 2016-17.
  • Vocational Education @ 200 Schools (312):
At present Vocation Education is imparted in 20 Model schools on pilot   basis for the year 2015-16. It is proposed to extend the Vocational Education to 200 more schools in the state from the year 2016-17 onwards, for which an amount of Rs.40.00 Crores are required to execute said component effectively. Therefore, totally an amount of Rs.1305.34 Crores are estimated and proposed in PAB to execute the RMSA scheme effectively in the year 2016-17.
