Introduction:

As a part of Governments’ commitment to make secondary education of good quality available, accessible and affordable to all young persons, a centrally sponsored scheme, Rashtriya Madhyamik Shiksha Abhiyan (RMSA) was launched by Government of India. As part of the scheme existing secondary schools will be strengthened by construction of class rooms, laboratories, libraries, computer room, separate toilets for boys and girls, appointment of teachers etc.  At the same time focus will be laid on Educationally Backward Blocks (EBBs) and new secondary schools namely Model Schools will be set up in all the Educationally Backward Blocks (EBBs) in a phased manner.  Basically a model school will have infrastructure and facilities of the same standard as in Kendriya Vidyalayas and with stipulations on Pupil ? Teacher Ratio, ICT usage, holistic educational environment, appropriate curriculum and emphasis on output and outcome.  These schools function with classes VI to XII in English Medium with State Syllabus. 

Year of starting:

Starting of the Model Schools ? 2013-14

Objectives:

  • To have a pace setting school in each Educationally Backward Block (EBBs).
  • To provide holistic education to the students studying in Model Schools.

Salient features of the Scheme:

  • Holistic and integral education, touching upon physical, emotional and aesthetic development also.
  • Infrastructure for satisfying teaching needs, sports and co-curricular activities.
  • Sufficient scope for sports, recreation and outdoor activities.
  • The Teacher-Pupil ratio shall be 1:25
  • Class rooms spacious enough to accommodation at least 30 students, but      Class Room ? Students ratio not exceed 1:40
  • Special emphasis is laid on teaching of science, Maths and English. 

Districts covered:

  • Covered 194 Model Schools in 9 districts in Phase-I.

Performance during the financial year 2015-16:

  • 192 Model schools were sanctioned in Phase-I during 2011-12.
  • The 182 Model Schools are functioning from June 2013 with classes VI to X and Intermediate I & II Year (MPC, BPC, MEC and CEC groups) in English Medium with State syllabi and are co-educational institutions and functioning with 86180 students (@.560 students in each school)
  • 3840 teaching posts are sanctioned for the 192 Model Schools in Phase-I. Each Model School is sanctioned posts are Principal (1), PGTs (13) & TGTs (6) posts(1 Principal + 19 Teachers). Out of which 3123 are working in 182 Model Schools.

JUSTIFICATION:

  • Recurring Grant - Schools :
An amount of Rs.292.5019 crores per proposed in Budget Demand 2016-17 to met the salaries of teaching staff, student cost(School Maintenance) and remuneration of out sourcing staff working in 194 Model Schools(Phase-I ? 192 + Phase-II  - 2 )  

  • Recurring Grant ? State Office  :
An amount of Rs.2.40 crores are proposed in Budget Demand 2016-17 towards the salaries of staff working in State and District Offices (20 Lakhs X 12 Months)

  • Non-Recurring Grant ? Phase ?I, Balance amount :
In the Phase-I 192 Model Schools were sanctioned with a unit cost of Rs.3.02 crores, total outlay of Rs.579.84 crores, of which Rs.544.35 crores have been sanctioned and the remaining amount of  Rs.35.49 crores to be sanctioned
Therefore, an amount of Rs.35.49 crores are proposed in Budget Demand 2016-17 towards the balance payment to be sanctioned by the Government 

  • Non-Recurring Grant ? Phase ?I, Additional amount :
In the Phase-I 192 Model Schools were sanctioned with a unit cost of Rs.3.02 crores, total outlay of Rs.579.84 crores. Due to cost escalation most of the buildings are left unfinished. In order to complete the construction of building in full shape it is estimated for an amount of Rs.59.05 crores in addition.
Therefore, an amount of Rs. 59.05 crores are proposed in Budget Demand 2016-17.

  • Non-Recurring Grant ? Phase ?I, Additional amount for amenities to the Model Schools and Girls Hostels :
From  the academic year 2015-16 102 Girls Hostels are started attached to Model Schools in the State. For the safety & security and providing full fledged amenities it is proposed to construct compound wall to Model School & Girls Hostels, a water sump with a capacity of 4000 liters with pump, 250 liters capacity RO Plant, Solar water heater and 1000 LPD & 3KW Solar Power Backup off grid to each school. 
Therefore, an amount of Rs. 103.5428 crores are proposed in Budget Demand 2016-17.
